If the Country address field had a default value set, the dependent State picklist remained disabled even when it should be enabled for the given country. This hotfix resolves a fault in how Giving Pages determines field dependencies when the payment form is loaded which caused the issue. In addition, this hotfilx includes includes adjustments to Giving Pages and PayLinks for Web Content Accessibility Guidelines (WCAG) 2.1. They mainly address making elements such as tabs and labels focusable with accessibility tools.
